KCDAA Best Practices & Policies

In 2015 the KCDAA Board of Directors established a “Best Practices Committee”. This committee was tasked with developing policies and practices as a guide for prosecutors and other law enforcement professionals across Kansas. The committee is made up from prosecutors from offices across the state.  Additionally, subcommittees and working groups have been formed in collaboration with statewide leadership in the law enforcement community to help generate and disseminate model policies designed to assist law enforcement agencies.  The drafted model policies will be shared with members and non-members alike. The model policies set forth below are not intended to create mandatory standards of practice, but are rather to serve as guides to the development of best practice.

Model Policies

I. Prosecutor Offices

Following the approval of the Best Practices Committee, model policies for prosecutor’s offices will be added to the web site.  


II. Law Enforcement Agencies

The KCDAA Best Practices Committee has joined with representatives from leadership in the Kansas Law Enforcement community including the KBI, KHP, KLETC, KS-CPOST, Kansas Sheriffs Association, the Kansas Association of Chiefs of Police and the Kansas Peace Officers Association to form the Contemporary Issues in Criminal Investigation and Prosecution Working Group. The goal of this collaboration is to draft and promulgate model policies in order to assist local law enforcement agencies statewide in the implementation of policies covering specific issues.  


Best Practices Implementation Guide


Eyewitness Identification - This policy is intended to allow for the individual needs of law enforcement agencies in the State of Kansas, regardless of size or resource limitations. Law enforcement agencies are encouraged to customize these protocols to meet their regional needs. This policy is non-binding upon agencies and is meant to serve as a guide to be used in developing a department's individual policy.


Electronic Recording of InterrogationsThis policy is intended to allow for the individual needs of law enforcement agencies in the State of Kansas, regardless of size or resource limitations. Law enforcement agencies are encouraged to customize these protocols to meet their regional needs. This policy is non-binding upon agencies and is meant to serve as a guide to be used in developing a department's individual policy.
